I'll be around the London area, and yes lot's of runners around the 14-19 min. range. I'll be looking to run about high 14 low 15 and my wife would be about low to mid 18's
A lot of 14/15 5km types tend to be on the track in July and August in the UK...

The Parkrun series of races are very good. Free as well, and you can register. Have a look on google and you will find the website. Depending on the course some are faster than others but high 14s is a distinct possibility in many of the parkruns. A guy ran 14:30 at a Scottish one this year.
The parkrun's seem pretty good, the one has winners around 15 usually, Mottram ran it once in 14 flat. How about any road or track races that would have prize money?
You could join a BAL team and they could give you a few quid for running.

What's a BAL team?
this one is worth doing if only for the deafening noise of the crowd. The race takes place before the procession so there is a large crowd there to cheer on the runners. Decent prize money too

We have a local club structure. There are regional leagues, but the best teams/clubs compete in the British League (which means being prepared to travel the country to meets). Each division has 8 clubs, and they meet 4 times. 2 clubs get promoted and 2 get relegated each year. The Premier League clubs (the top division) at the top actually have sponsors sometimes; in my youth, I ran for the league winning club and it was great - I actually got about half my travel expenses paid, AND a free running top! 2 runners per event thus up to 16 in the 5000m races.
