Depends what you mean by mid tier. A team that is in the hunt to make nationals occasionally?
Expect like a 9:30 two mile equivalent (if not better) to be pretty much standard for freshmen, some programs have harder standards for transfers.

It varies widely from school to school, you'll just have to contact the coaches and see.
And FYI, you'll need a release, even though your school doesn't offer the sport.
if you have a pinch of talent (developed or not), there are many div 1 programs that will let you walk on. i would look primarily at mid-major conference schools, most of the coaches aren't pressed for roster space, and they don't feel like they can only let state champions on their team
I have a friend who is an assistant coach at UNM, and according to him, if you can run a 9:55 2 mile at the time trial, you can walk on. It is at 5300 feet though
Saint Francis University will take you. They will take anyone.
