well, who will be trying to gain admittance...the parent or the athlete? At this point, the athletes are alomost 18 and I would think a coach would be more impressed by athlete who can actually speak and articulate their acoomplishments on their own.
For the initial contact, I would sat student so that it looks like the student is interested in the program. For the "negotiation" i would say parent, they are the ones the have a better idea of what the student needs and will be able to afford.

How did you do when articulating your "acoomplishments"?
You need to contact them. Unless you are some super stud of a runner the coach is busy with his current team and recruiting kids already on his radar.
Let them know you are intrested and that you can a) make the grades and scores to get into school. b) you are intrested in attending that school. c) running stuff
It doesnt matter if you can run 14:00 if you cant make the grades it doesnt matter. this aint fball or bball.
Daughter is a freshman in a D1 program on a partial track scholarship. Entering Senior yeart she wrote coach at a particular school that interested her and where she saw that her HS results would make her competitive. She sent results/pr's in different events (all easily verifiable) as well as a brief CV and GPA (weighted and unweighted). Coach wrote her back, scheduled a visit. That went well. Mom went along for the meeting; money/scholarship never discussed. Coach invited my daughter back for a recruiting visit/stay the weekend thing. Submitted HS transcript to Admissions for a read. Indications were she would be admitted without difficulty based on academics. Awarded partial scholarship. Mom never had another conversation with coach. I still have not spoken with the coach. Decent program, excellent school. She's getting a great education subsidized by her modest success on the track in HS. She was not on anyone's radar for track, but was for soccer. Hope that helps.
The kid- find schools that match your acedemic and running abilities. Email the coach and tell him/her you're interested. Do it to as many colleges as you want.
I know runners who've gotten money from doing this.
Even if it's D3, you can get acedemic money that would otherwise go to someone else if the coach wants you.
Start early junir year.
