30 degrees.
Racing I'll hold off until <30, however if the course is open and windy I might wear them up until about 40.
For intervals/harder runs I generally put them on when it gets to the mid 30's. On easy runs I probably will wear them whenever it is below than 40.
I never use tights. When it gets cold enough (sub 20) I will wear those under armor compression things under my shorts for extra groin warmth.
I ran Boston in 2007 in a Nor'easter. Although it wasn't quite as bad as they were predicting, I sure wished I was wearing a pair at about mile 20.
The real question is when do you add a cock sock? <10? <0? <-10?

Close to me. I sweat a lot and alway end up taking my gloves and hat off in the 30's. 30-32 degrees is usually my limit switching over to from shorts. I hate the feeling of running tights too.

Usually around the freezing point. 32 degrees. Depends on how windy it is though. Wind in the winter is a killer.
