How do you teach a 2 year old to behave when it's natural for them to throw tantrums from time to time???
My kids were well behaved when they were that age and I took them EVERYWHERE but I don't agree with a total stranger slapping a child.
You obviously must had a sitter or nanny watch you when you were a kid, because it must have been okay for them to slap you around a few times???? Sad thing, your parents probably didn't even know about it either!

If you can't afford kids then you shouldn't be having them. Just like with the sub-prime mortgage idiocy, your inability to keep up financially with your decisions is shifted to others. You are forcing others to bear the costs of your decision that you can't fully afford. But like someone else said, all it takes to be a parent is an egg and sperm, there's no screening process or criteria to meet beyond that. Used to be that conventional wisdom was the guide, but not anymore we just have a bunch of lemmings mindlessly following the crowd.
My main argument was about whether the kid should have been slapped by a stranger, not about parenting the kid--try sticking to the topic. It's not about whether you CAN or CANNOT afford to have a child, it's about the principle of a stranger thinking he has the right to discipline or assault a child. Stop with the excuses for the old man. End of discussion.

When your decisions shift the costs to others and you shouldn't expect anyone, stranger or not, to respond civilly to this presumptuous behavior. What about THAT principle, numbnuts? Take care of YOUR responsibilities or face any and all consequences.
My 4 kids never threw tantrums in public that lasted more than 10secs.
You feed them properly.You make sure they get enough sleep and when they Tantrum you ignore them and walk away.
Basic parenting.
No bribes,no sympathy,no other bullshit.
The kid does not run the show.You do and if you are too lazy to accept the responsibility then do the whole world a favor and don't have them.
As for some one smacking your kid.He deserves all He gets.
My bet is this kid will eventually spend more time in Jail than the Old man will but that's another story.
