To start with, Daniel Komen was perfectly suited for the 3k, which he proved by running a fast 2 mile as well. To have a shot, someone needs to at least have DK's 1500 and 5000 PRs and have beach balls for gonads because in this day and age, no one is going to run 2k at world record pace to benefit someone else.
ElG and Geb had the best credentials to do it, and they have spoken on several occasions about their respect for the 3k record. Both of those guys took a shot at it, but in each case the rabbiting failed them. When KB was on fire a couple of years ago, I think he could have come close, but his over reliance on rabbits would probably do him in. In most of KB's best races, the rabbits fell off pace in the middle and KB would make up for it with a sustained kick over the last 3 laps. I don't know if you can run 7:20 that way, being that the 3k is a shorter distance, I think KB would have to be balls to the wall from beginning to end. Also, I think the 3k favors a miler and KB's 'relative' lack or raw speed might do him in as well.
Some really good guys like Morceli and Kiptanui ran a couple of high profile 3ks in the mid-90s in the 7:25 range, which was actually the record at that point. I think DK's lowered the record by 5 seconds, when he ran 7:20; mathematically this is similar to what Bubka did in the pole vault or Bolt's 100m record. Nowadays, if someone runs in the low 7:30s, you win most world class 3ks. A couple of years ago Mottram ran in 3k that was setup for him to run fast, there was a lot of hype about him breaking the record, but Mottram said that was never his goal; in my mind the greatest respect for a record is shown when no one even attempts to break it. Part of the problem is money, for Africans, your training is always geared specifically towards a big pay day in the 1500 or 5k; someone would have to stage a big payoff for a fast 3k.
To answer the question, can Choge Break Komen's 3k record ‘at this stage in his career’ ...heck no.
