1) 3:59.9999...=4:00 so NO, regardless of the computational power.
2) 3:59.9995 be officially rounded up to 4:00 as well so definitely not.

But official isn't the same as real life. In real life 3:59.9995 isn't the same as 4:00.00. track and field rules cannot trump natural laws.

When recording your time, as long as the first number you write down is a 3, then I think you're good.
Technically, track times don't go beyond hundredths of a second, and thousandths (which finish cameras can often get) always round up. Hence 3:59.999 would round up to 4:00.00. So would 3:59.991, actually.
That said, if I ran a reliably-timed 3:59.999999 (but not an infinite series of 9s), I would privately consider that to be breaking 4.
