If by "good D1 school" you mean "sound academically"--sure. In fact, you can get an outstanding education at most American colleges and universities, though sometimes you have to seek it out.
If you mean "top running program"--no, probably not one at the very top. Your 3000 time, for instance, is worth something in the range of 9:15 for two miles. The US has many, many high school boys running faster than that.
[I'll grant your longer races (they were on the track, right?) may have times of somewhat higher quality, but US coaches might still look more at your 1500/3000 times to get a sense of your potential.]
In any case, get hold of an NCAA directory (I believe you can find all D1 schools that sponsor track listed online, probably at the NCAA website) and start sending out emails.
