unattached just means you're not a part of any affiliation. Unattached athletes are usually college runners who are redshirting, but anyone can run unattached. If you want to jump in a race, just get an entry form and sign up. It's pretty simple.
I have been out of college for about 4 years. Each XC season, I usually email the coaches of some local schools that are hosting meets and just ask if I can ran unattached. I end up racing in about 2-3 races a season. No coach has ever said no. Most races end up being free, some coaches ask for $10 or $20 bucks.
But just try asking. Whats the worst that can happen? They so no? Big deal, email another coach.
I concur with literally everything said by Jogger To Be. Look at the schedules of schools in your area. Any meet that contains the word "Invitational" in the title means email/call the coach and politely ask if you can compete. Same goes for track season. Pretty much any XC/track meet that is not a championship event is probably fair game.

A transfer student has to sit out a year - let's say the athlete's original program didn't release him or her.
Can the student enter meets unattached while at their new school, while waiting to become eligible to run for the new team?
