Anyone know if I ride about a 61cm road bike frame, I've heard for a triathlon/time trial specific, you usually go smaller 2-3 cm on the frame size. I know every brand is different, but in general is this the rule? Thanks.

there's a steeper downtube, so its shorter and you generally go a bit shorter.....go to any bike shop and they should be able to get you fixed up
You mean a steeper SEAT TUBE angle, which effectively INCREASES reach for a given top-tube length?
Please go to a bike shop, but make sure they know more than this guy.
Go to a shop you trust. Don't buy a bike online because it is $300 cheaper. The custom fit you will get at a good shop is worth it.
Triathlon frame sizes are meaningless. Seriously. There is no rule at all. If someone gives you one, ignore them. The geometry is so different, even from brand to brand, you absolutely must be fit for the bike.

shit thats what I meant....whats further is that the top tube is also shorter to accommodate for the steeper seat tube angle, hence the name compact
and seeing as I've disassembled my bike several times and replaced the crank set, deraileurs and shifters.....i'm pretty sure I have some idea what i'm talking about....even if I misspoke in my previous post
and just so we're clear here, I ride a scott S40, not a huffy mtn bike
