It's a good place for somebody to coach part time and develop as a coach. The men's team has nowhere to go but up - they finished 41st out of 41 teams at NCAA D3 regionals last season, with some of the top 5 running over 34 minutes for 5mile XC. The team only has practiced as a team in the fall. There are plenty of young runners and kids who have never run that go out for the team, and with some time could improve a lot. Some time with a good plan and structure can go a long way for this team.
It probably wouldn't be a great position for somebody just looking to do it for a year or two, but for somebody that is willing to put in a little work for a few years, there can be lots of improvement.
The running environment is okay, not great. There is a high school track within about a mile, as the university currently does not have its own track facility. It does have a nice new gym facility. There are some parks and trails around, as well as a lot of suburban and some urban running. There are plenty of hills to train on also.
There is currently no track team, but some athletes compete as unattached athletes at other meets. Encouraging more of this and supporting the team in doing so will also go a long way for their development.
The university has about 2300 undergraduate students and competes in the PAC conference, which is pretty weak.
I am not personally taking the job because I just don't have the time to commit to it on top of my faculty position.
