Actually, this is true. D3 uses a 10 semester clock. The clock is rolling if there is even part-time enrollment at ANY institution.
In D1, the clock is a 5 year clock, and does not stop rolling unless there are extraordinary circumstances (pregnancy/religious mission/armed forces service/etc).
In D3, you can graduate, go off into the world for five years, come back and enroll full time and run.
