Sure, you could go Ivy. Contact Cornell--seriously. The team's "family" atmosphere is terrific, and Lou Duesing, their coach, has done a fantastic job with middle-distance runners (Morgan Uceny et al.).
Your GPA is okay--a little low for some schools, but they'll definitely take the GPA's upward trend into consideration--and your SAT is excellent. With your current running times--not even considering the likelihood that you'll improve--you'd be able to get into virtually any college in the country.
I'm from California, too, and love it, but I am immensely impressed with what I've seen from Cornell.
