I'd say only after a run, when you're warmed-up and have a good range of motion.
I like doing them in the middle of my easy runs rather than at the end. I don't know about every easy run but I do mine twice a week. Only times before are on a interval day and after I warm-up first.
What is the point of doing strides twice a week? I am serious.
