Singlet, racing shorts, racing flats (or spikes), and gloves... Maybe a hat.

When it's under 35, it's half tights, long sleeve shirt with a hat for me.
If it's a one time thing and you don't want to buy anything, a long sleeve shirt will do.You can also pick up some cheap cotton gloves at the hardware or local running store.
You are likely to hear letsrun tough guys spew bullshit about running shirtless when it's 20 degrees and snowing, but you especially should dress warmer since you aren't used to it.
You can go shorts for sure, the legs will warm-up nicely. Gloves and hat are mandatory or at least something over the ears (for me anyway). I personally would go no more than short sleeves, MAYBE a singlet if I thought I was going to set a huge PR or something.
Just remember, at race effort you will be generating quite a bit of heat so don't overdress.
thinly coating exposed skin with a petroleum-based salve (e.g., vaseline or aquaphor) can help, and definitely wear gloves (you can always toss them away if desired). personally, especially if it's not bright, sunny, and windless, i'd opt for tights at or below freezing.
It's kind of a subjective question. Cold is relative, depending on where you are from. I'm from the Mid-West, and 32 is not really that cold to us. I'm also not sure what your weather is supposed to be like @ the time of the race.
I'm doing a 5K XC race tomorrow, and the weather will probably be a bit colder than 32. I'm planning on wearing shorts, a long sleve dri-fit shirt, singlet, gloves & cap. I'll be just fine in that.
You can race in shorts down to at least 30. Decent gloves are a must, long shirt, hat. If it's colder than 30, time to start considering Sporthills or similar, especially if it is windy.
Thanks for all your help, y'all. I think it'll be shorts, windproof undies, long sleeves, hat and gloves. The temp at race time is supposed to be 26, but with winds on the order of 20mph, giving us a windchill of about 16. Yeeha. I might have to bust out a vest and tights too, we'll see.

I have found the briefs under the shorts to be vital in sub-freezing temperatures. :-)
