Both good spikes. The milers are more aggressive and a bit lighter and are better suited to shorter distances (you could run a 400 in them). If you heel strike or want to run 5Ks/ cross country, the harambees are better.
I wore Nike (various spikes) through HS & college. My last pair was the Eldoret (on a side note, the original Eldoret was good, but I think they progressively got worse as the years went on). When I graduated, I decided to buy my first pair of spike on my own dime. I choose the Harambees. Man, I wish I had run in those in college. For me, they are the most comfortable spikes I have ever had. I am not sure if they are still making them with the real leather suede tongue, but get that style if you can. I can't say enough about them. They are great. They fit my foot perfectly, they offer the perfect amount of arch support and traction, and the feel of the inside is wonderful (I am a no-socks-with-spikes kinda guy). I have worn them for CC (up to 10k) and on the track (800, mile, steeple).
I hate Puma trainers, by the way (too narrow). I train in Asics. And I don't care for Puma road flats (again, too narrow).
Harambees are a bit heavier than nost of the high-end Nike spikes, but they're also more comfortable. The plate at the forefoot has a very similar feel to the Eldoret II, slightly less aggressive than the miler, but more than most spikes. On the whole, they're both good spikes, but it all depends on what you want to do with them. If you're going to be running 5k and down, go with the milers. If you're going to be longer than 5k, the milers are probably a less attractive option because they do get uncomfortable to run in during longer races.
harambees are the 2nd best spike i have ever worn. i would second the comment about getting the suede/leather tongue. the one that has the plastic tongue thing just isn't quite as comfortable. i tried the milers on and didn't really like them. the best spike i ever wore was the original ventulus, the white and red one. the ventulus 2 comes out in about a month.
The Harambees are by far and away the best distance spike ever. If you are a d-guy, then get those, but if you are more a mid-d guy (more 800's and possible 400's than 1600/3200/XC) the probably try something else with less of a heal.
