People have run the fastest times on the course or people could run the fastest times if fast people went there?

Fastest flattest - probably Chicago, Shamrock in VA Beach is also flat and fast
Fastest overall - Steamtown (Scranton, PA) deserves a nod as does Las Vegas. Although I've heard LV may have changed the course in recent years and may not be so downhill
Don't listen to people who say Saint George is fast. It has an incredible overall elevation drop but also has some nice uphills. More importantly, the altitude will kill you - I think it starts at 5200 feet and ends at 2600.

Yes, Pines to Palms if you're going on total drop. Bizz Johnson in CA looks pretty fast, and since it's no a rail trail might not trash your legs as much.
Given that the past 2 men's WRs (plus da Costa's) were set there, I'd put Berlin up w/ and maybe ahead of Chi & London. That course always seems to get overlooked
Myrtle Beach Marathon is pretty darn flat.
Chicago is obviously one of the flatest/fastest.
For IAAF certified nobody can touch Berlin:

Chicago is it in the US, although Las Vegas sounds pretty good as an alternate.
I think for non eligible downhills the recent thread on St. George pretty much established it is a net 4 to 6 minute PR over a flat course. Don't know what Pines to Palms records were but the downhills on that look pretty deadly for the legs.
Steamtown has the fastest median times for any marathon over 750 entrants. I have run it twice and think it is a 2-3 minute PR over the flat.
Las Vegas is a totally different race now. It's a loop course with some gradual hills. Not tough but not the old downhill route.
Berlin is overlooked because they're filthy Krauts. We beat them in the war and damned if we couldn't do it again.
And that's the value of the draft.
While the altitude is not much it is high enough to have some negative effect on marathon times.
