are you SURE its shinsplits? because "shinsplints" seems to be analagous to anything between the knee and ankle excluding the calf, and different stuff needs different treatment
Avoid pavement as much as possible, refrain from fast intense running outside of racing, cross-train to maintain your base, i.e. elliptical, bike, pool time,rowing etc.
Do drills to strengthen the anterior muscles, (those on the foreleg) such as heel raisers. toe raisers. heel walks etc.
You may need to go to the cross-training as much as 5 days a week if this is advanced enough. Stress fractures in the shin can be haunting and very painful ,take this as seriously as necessary and don't let some gung-ho coach end your season or career by pushing this too far.

got to get all your mineral levels checked out, might not be true shin splints (inflammation of the bone covering membrane known as periostitis technically) Do you drink
sodas,eat a lot of green leaf vegetable or cereals? you'd
be best getting it checked out by a specialist sports doc, if you can find one a shinsplint specialist.Real shin splints (periostitis) can last for years and the true cause isn't really known,probably because there is no single one,usually happens to girls more than guys so the answer is probably in the calcium/phosphorous pump somewhere.
