Are there rules in the NAIA saying that you can't compete or receive scholarships after running in the NCAA?

Nope as long as you have eligibility left you can receive $$$$
If you graduate or have competed for four years you can't compete in NAIA.

Not exactly you can graduate and still race as long as you have not used up your four years of eligibility you could graduate come back 10 years later start a new degree and still run :)
What if you went for 5 years to an NCAA Div 1 school but only did 3 years of CC? Would I still be eligible for one season of CC at NAIA five years later?
No, once you graduate in the NAIA you can not compete for any team that you did not run for in college.
This is correct. In the NAIA you cannot compete after graduating from a 4-year institution. The only exception is if you have a year of eligibility left and wish to compete as a graduate student for the same institution that you attended for your undergraduate education.

NONE OF THESE ARE CORRECT!!! YOU CAN COMPETE AT AN NAIA SCHOOL IF YOU are seeking a second degree and have eligibility left ...
Sorry. You're wrong, NAIA GURU.
I was in this situation and couldn't complete either of my degrees and remain eligible. I had to hold off on taking a core class that would have completed one until my last semester.
the naia will let anyone of any age compete for any reason
