hmm... I would have said the worst part is not being able to make it to class on-time when the brakes don't work.

The store where I work charges $25 for a basic tune-up. This includes adjusting gears and brakes. If new parts are needed (cables, derailleurs, etc.) there are additional charges. I would imagine this is pretty standard for most shops. I wouldn't pay much more for minor adjustments.
I wouldn't recommend for a person who is unfamiliar with bikes to try to adjust his/her own brakes. That could be a potentially deadly mistake. Only do the work yourself if you are mechanically inclined and are confident you won't completely jack up the bike.
Brakes are really simple, especially on road bikes (less so if they're disc brakes on a mtn bike). Gears are trickier to adjust, especially on road bikes. I've often consulted:
