Probably.
RBCs (red blood cells) are produced in the red bone marrow and spleen. Alcohol can affect the spleen but mostly affects the liver which is responsible for processing toxins in the body. If you slow that process down, you will slow down your body's ability to handle waste products of hard training so the causal link is more indirect than liver - EPO production.
