Probably the 10k and Half Marathon runner.
The Miler and 5k runner would probably get more benefit from 20 reps or more.
probably the miler and the 5k runner, somewhat equally, but from my perspective, it's better for the 5k runner.
It's an overspeed training concept for their wheelhouse race. Where as, the miler is quite used to that pace and the benefits are a bit different.
I don't often have my kids run race pace, except if their a 10k runner. Race pace for too long makes you stale. I'd have a miler run a fraction slower. But the 5k runner is running a fraction faster, so I believe it would favor them.
Just an opinion, but you won't get any facts on this one really. It's a matter of personal preference. Some might think this is a great workout for the 1500m kid, some the 10k kid.
pogo is 100% correct. That workout would be more in line with a 5k runners training.
if you did it at 800 pace then a miler ... 1500 pace a 5kmer

Drop the recovery by half and you'll get some benefit for everyone involved.

I must disagree with you.
If you shorten the recovery, you would need to shorten the amount of reps.
Something like 10x200m with 45sec recovery is better!
