What is it? What temp, specifically?
Another question. what do you wear when it's 45F and cloudy?
For me I like it between 45 and 50 degrees F and overcast with no wind.
In this I comfortably race in a either a t-shirt or singlet and no gloves. Below about 42 I start with a longer sleeve t-shirt over my race singlet and gloves and shed the long sleeve shirt and gloves a few miles into the race.
Below 35 I'll add a long sleeve shirt under my singlet and keep the gloves on.
I've never races a marathon at below 30 degrees so I'm not sure what I'd do. On my normal runs I usually add a pair of half tights (under my running shorts)when it gets below 30.
I also shave my head bald (3 times a week) so I usually wear a running hat when its below 55 and a toboggan when its below 40. Either of which I may disgard later in the run.
Interesting thing about the gloves. Sunday morning at Steamtown, we started in about 49 degrees, clear skies, and zero wind. Still, I couldn't believe the number of runners wearing gloves (not me), and I noted that the course was littered with quite a few shed pairs as far out as mile 14.
Later on in the race, around mile 21, I found the sunnier parts getting a bit warm, as it was then also approaching 60 degrees.
A little tail wind would have been nice. So I'd say mid 40's with sun is perfect weather to start, maybe as high as the low 50's if its cloudy.

My last marathon it was 35 at the start, and 40 at the finish, sunny and calm.
I hate to be cold. I ran this with a long sleeve shirt over my t-shirt the whole way, plus gloves and a toque (hat). I was ready to lose the gloves by the last mile or so. But that's me - like I say I hate to be cold.

Have never run a marathon (or even close), but I love it when it's cloudy, not windy, and about 45-55 F. It's incredible how this type of weather feels if you get a day like it after days of 75+ F. Doesn't happen terribly often, but when it does you can drop a minute per mile off of your pace and it'll feel just as easy as before (for normal training runs, not races obviously).
That is close to my ideal temperature and I wear
the same gear I would use on a Summer run. Singlet,
shorts, socks and shoes.
A couple of garbage bags until just before the start.
One or two cups of coffee earlier also.

52 with a tail wind. If you want a record eligible course, 52 with no wind. Times slow a tiny bit for every degree above that or below it and start slowing a lot above low 70s (esp if there is humidity), and a lot below low 30s.
Something like the Chicago Marathon 2012. 40-45 degrees, overcast, no wind.
I like it on the cool side. 45 is probably my ideal temp. I've set a marathon PR when it was 35F start temp (since broken that PR).
At 45 I'd wear a singlet and arm sleeves and cheap gloves and a hat at the start. I toss the hat and gloves about 2 miles in or at the first water stop, and usually pull the arm sleeves down a few miles after that.

I never understood how this is beneficial in extreme cold, even for the elites. Put some clothes on, people.
As far as what's ideal:
50F, overcast, no wind or rain. Flat loop course, even pavement, no sharp turns. Perfecto.
