Bottom line seems to be that once a collegiate athlete leaves school and competes professionallyin the US, s/he ca never come back, but players with or without prior NCAA experience who have only competed outside the US are welcome to re/enter the NCAA.

This could cause NCAA teams to favor older foreigners even more than they already do. In the case of basketball the best players usually go to the NBA. In sports like running, the best athletes don't necessarily compete for American organizations. Maybe the next ruling can kick out those who've competed internationally as professionals.
