Hard to call a world record "over doing it". But being hot would be a reason to withdraw from a meet where testing is certain. Then again it could be injury coming on, desire to focus on championships, or any other thing.

But the build up/ doing more intense workouts than recommended leading up to it could
Oh, that's interesting. Safe to assume Hoey's not worried about overextending himself, so this is either a minor injury or he's dealing with, uh... a different kind of personal issue.
Hope for his sake it's just a minor tweak!

It’s been a few hours since this news.
What I'm 99% hearing is that it's precautionary for a minor hamstring tweak. Further updates to come.
A lane for Davis Bove or Wes Porter I hope. If this means Hoey pivots to doing World Indoors I’m all for it.

I would have loved to see him win or at least drop a nice phat 3:47 but staying healthy is more important.
Dodging Kessler, injury, or "other" reason.
With Hoey it could legitimately be any or several of these.
1. He isnt mentally tough enough to handle losing to Kessler.
2. Full throttle training year round will leave your body tattered ...regardless how much he wants it to not be true.
3. Couldve been warned following moat recent testing. Easily the most questionable career trajectory of all US runners. It wouldn't be at all surprising if it is someday revealed that he is on oxygen vector PEDs or some peptides that are so cutting edge they're not on the banned list yet.
