Insiders at World Athletics are believed to have stolen about $1.75 million over “a period of several years,” prompting the federation to pursue criminal cases while launching “a set of enhanced internal financial controls,” it said in a statement.
The federation said it discovered the “systematic theft” earlier this year. The focus, the statement said, centers on two former employees and a contracted consultant. At issue: fake or doctored invoices.

USATF has them beat. Max Segal has been systematically stealing from them for years
There's so little money in our sport, it sucks that a few crooked people can take what little there is, leaving athletes to struggle just a little more. If these stolen funds had been instead put into the prize money pool at Tokyo, the prizes could have been increased by about 20 percent. Maybe not a life changing amount of money, but when you're trying to make a living on the track, every little bit helps.

Do we think they'll actually get extradited to Monaco?
Why put this in the press? Charges should be filed then go public.
Seb is voted in&out by the 200 plus national federations. Petr is voted in&out by the 14 meeting's Royal families and Nike. Max is appointed&fired by Nike. Thus no matter what Max says in secret to the 200 plus federations gets leaked. So Seb instead gets in front of the bad news and issues a press release.

The only thing that surprises me here is that it's only 1.75 million or that the number is correctly reported.
The majority of "work" done at these global sporting bodies (include national sporting bodies in that too) is made-up nonsense that serves to simply fill in time until actual events are happening when the boys can saddle up, head off to events, stay in five star hotels and wine and dine themselves - have a great time. Like right now, day to day working at World Athletics what do you actually do? Waiting for next season.
Look at the reports of how Grand Slam Track was run. The amount of money pissed away on business class flights, the accommodation and hospitality etc was comical - and that was for a tiny organization compared to the IAAF/WA. But that is a nice little insight into how it all works so we don't think this happens on their (WA) level? When you allow that stuff to happen it absolutely spirals and people will take liberties on all levels in your organization.
WA has hundreds of federations and ten thousands of delegates to satisfy, an insurmountable task. WA forks off many responsibilties to federations, maybe too many. DL has only 15 meeting directors to coordinate with. In fact at the DL Final in Zurich this year it was impossible for Americans to be officials, media, volunteers, less than a handful Americans, the DL keeps the pool very exclusive. Maybe WA should copy the DL to prevent insider theft?
