because he is talented enough and recovers well enough and has a good enough coach that he really doesn't need to worry about overtraining. NSM is for old men who grew up developing overtraining tendencies that may have worked when they were in their early 20s but now that they have to work a day job and raise a family and really dont have that much time to recover, they realize that you don't need to grind yourself to a pulp in every workout - 3 months of 50-75% efforts 3 times a week are better than 2 months of 90-100% efforts followed by 1 month of injury.

So no matter how good a workout is, it has to be tailored to each individual's circumstances and conditions.

You get the most bang for your buck from continuous running at threshold - ie a tempo run. Other methods like Norwegian double threshold and threshold reps are designed to minimize the chance of injury. Someone at Mantz's level may not be particularly injury prone or susceptible to overtraining.
Doing 400s and 800s at threshold effort doesn’t really benefit someone training for racing 26.2 miles the same way 16 miles at or slightly slower than marathon pace doesn’t benefit someone training for racing 0.5-3.1 miles.

Because the guy isn't cut out to run long his sweet spot is the 1500m-2miles. He only wins 5k races if the pace is very slow (something like El G) if he and prime Kenensia bekele ran a 5k he's gonna be beaten badly. And bekele himself didn't do double threshold.
