You are correct that some athletes of Maghreb origin have doped in the past but one should not point the finger at the whole lot of them which would be an injustice.
It's strange that people don't point to Norwegians in Nordic sports and Olympiads guilty of infractions with regard to the use of asthma inhalers which are advantageous for winter sports. It's easier to point the finger at North Africans who tend to have a lower education level and have more trouble defending themselves against allegations.
