If he's really 22 or something, then it's even more incredible that he's come out of nowhere and run 3:27. If he's lying about his age to further his career (promoters more likely to invite him as a huge talent) then he's obviously cheating in other ways. So yes it does matter, even if he hasn't entered junior championships.

And he did enter the World U20 championships last year where he finished 5th in the 800m, so if he is an age cheat, he got the unfair advantage of gaining the experience from that competition (and pushing a real junior out of a cherished place in the final).

It is super normal for phenoms to look older than their age. They are performing at such a high level because they matured earlier than their peers.

Alan Webb looked like he was 35 in high school. Nobody called him an age cheat. Kipchoge was called an age cheat for over a decade. Then he ran 2:01 at age 37.
