Running form does matter but I also think having/developing a form that is maxed out and can't be improved further isn't that rare either. So, there isn't a single person with best running form.

may get heat for this but Hobbs Kessler's form always strikes me as very strong and controlled in a standout way

I know its a bit subjective and all but what about Kipchoge's form isnt utter perfection of economy? I think he is far and away #1.
Top of my head, Jenny Simpson and Hobbs Kessler appear to float across the track.
So many to choose from, but hard to beat El G in full stride.
Haile Gebrselassie his form in the movie Endurance's opening scene is incredible
If you're just talking aesthetics, it's going to be completely subjective, of course. If you want an objective metric, you could look at race performances vs vo2max, assuming that running economy is a big factor that seperates runners with similar vo2max values and 'good' form is the most economic. Probably more valid as the distances get longer, though, since anaerobic contributions could make up for more of the 'extra' in shorter races.
