Of course we're allowed to use tariffs. It says so, right there in the Constitution. Congress can impose them whenever it wants. Did you skip civics or something?

The argument that 1870s to 1915 is the most fertile era for technological devolpment is ridiculous. We live in the most fertile time of devolpment. Especially the late 90s to now. The devolpment of certain software and the computer is by far the greatest technological and scientific devolpment in history. One of the biggest motivators of such was the collaboration and importation of talent to the US.
Also the country was in by far the best spot globally from post ww2 to around 2000. We were still an emerging power leading up to WW1.
Next week’s Case on Tariffs is one of the most important in the History of the Country. If a President is not allowed to use Tariffs, we will be at a major disadvantage against all other Countries throughout the World, especially the “Majors.” In a true sense, we would be defenseless! Tariffs have brought us Great Wealth and National Security in the nine months that I have had the Honor to serve as President. The Stock Market has hit All Time Highs many times during my short time in Office, with virtually No Inflation, and National Security that is second to none. Our recent successful negotiation with China, and many others, put us in a strong position only because we had Tariffs with which to negotiate fair and sustainable Deals. If a President was not able to quickly and nimbly use the power of Tariffs, we would be defenseless, leading perhaps even to the ruination of our Nation. The only people fighting us are Foreign Countries who for years have taken advantage of us, those who hate our Country and, the Democrats, because our numbers are insurmountably good. I will not be going to the Court on Wednesday in that I do not want to distract from the importance of this Decision. It will be, in my opinion, one of the most important and consequential Decisions ever made by the United States Supreme Court. If we win, we will be the Richest, Most Secure Country anywhere in the World, BY FAR. If we lose, our Country could be reduced to almost Third World status — Pray to God that that doesn’t happen!
US is a consumption based economy. We are the ones that buy everything. Other countries produce products, we produce social platforms and search algorithms. Are they going to put a tariff on google searches and insta posts...
the way tariffs work is that any country can simply decide to impose whatever level of tariff it chooses. There is a recourse in the international courts but there are also ways a country can do an end run by claiming "national security" requires the protection of some domestic industry like steel making. The initial noise about the US being taken advantage of by other countries had to do with the other countries tariff rate vs. the US tariff rate and countries like Japan that impose non-tariff barriers to trade. What's happened in recent months is that US trade policy is attempting to address things like a former Brazilian leader's legal prosecution or alleged failure to prevent illegal drug drugs.
On basically every issue these days, Right wingers will claim that them not getting what they want will lead to total civilizational/economic collapse. It's getting very old.

True. It’s just that certain ‘Merchants’, middlemen, want to have their cake and eat it too while looting the US, trying to ruin it, before they pack up and run somewhere else - that’s their goal. Always has been.

Tarriffs are LOCAL Taxes paid by the importer are not by the exporter. The import comsumer ends up paying the tax to the LOCAL government. The exporter and export goverment is not involved.
What we should have instead are export shipping licence fees paid at the shipping port by the exporter.
Much of this tariff nonsense was debunked a century ago, based on bad experience.
Strategic tariffs may win small battles, but no one wins a trade war. Reagan knew that, and domestic productivity, and America's wealth, has doubled since Reagan.
Tariffs are a domestic import tax on American businesses and sales tax on American consumers. This internal transfer from Americans to Americans will not make Americans richer.
Long term effects will not bring American factories back, as they will still need to import raw goods and equipment, and small businesses will close and Americans will lose jobs, because of tariffs, while American consumers will pay higher prices for many goods, assuming they are even available.

The procedure would be the US import license would be purchased by the foreign exporter I guess that would use a website and accept Swift, CIFS, BTC, Digital Yuan, etc.
Just like an airline ticket, passport, and visa. A manifest is provided and the fees assessed by US Customs, paid by the foreign exporter. It's a tax on the foreign company,and not a tax on US importers nor US consumers.
The problem is reciprocity. Foreign countries would do likewise and tax US exports at the port of shipment.
Also foreign countries could assess and extract an export tax on internal firms per export shipment of natural resources, manufactuered goods, etc.
