Sounds like they did some of the work. Guessing total cost $150k which is nothing. I am not wealthy but could do it with ease. Why 8 lanes?
It's not just the cost of the track. You'd also need to have a large amount of land to be able to fit a track on your property. I couldn't fit one in my backyard!
Many high schools where I grew up only have 6 lane certified tracks. An eight lane private family track is really something. It also looks like it's fully marked. Maybe they plan on hosting some meets or something to generate revenue? It seems like slight overkill to build an eight lane track solely for private family use.

The Hoey family actually did it and they host one race there a year. Not sure why they open the property for competition but it certainly is appreciated by the running community.
Believe me, if the Father can afford a Multi-Acre House in Chester County (one of the Most Prime Real Estate Areas in Philadelphia), then he can certainly afford to build a Track on the Premises.
I ran against the Father in the 1980's when he was at Malvern Prep. I never realized until I read the Article that the Mother is Leslie Martin. Leslie ran at Penn State and was one of the Top Distance Runners in PA when she was at Wissahickon HS in Ambler. Fran Hoey was a 4:20 Miler in an Era where we didnt have the all-weather tracks or the other technology we have today.
Between the Hoeys, Shane Cohen, and Gary Martin, it is nice to see Philly Area Kids making an impact on the US Middle Distance Running Scene.
