Norwegians are supposed to look like that. Just look at their elite tri athletes and xc skiers. It's a mistake for most Europeans to try to be the same weight as the east Africans.
Welcome to the Scandinavian build. People from that region are adapted to long winters and cold weather. Guess what the body tends to want more of in cold water? He's still an absolutely badass athlete, and there are myriad stories out there about the detrimental effects of fighting too hard against your body's natural inclinations
Jakob always had a bit of pudge to him, but has slimmed down last couple years, from my viewpoint. maybe he carries a couple more pounds in the winter, compared to summer. that would probably be healthy.
Imagine how much faster and lighter he would be if he took the team sky (froome, Wiggins, mo farah) fat melting drugs like Kerr did two years ago. We'd be looking at 3:24
Ive said this before from 2019-2021 Jakob was a big dude, and has leaned out a bit since then. Still an olympic champion during that time, but he's reaching peak lifetime form. In an interview Gjert said they put on weight in the winter purposely. Jakob isn't concerned about his diet because he just needs calories to train a lot. Thats why he stays healthy without these fat loss drugs that NOP guys took.

All elite runners in distance are right where they need to be unless they’re introducing outside variables like fat burners (or worse exogenous hormones) to get leaner. The body is made to adapt to stimulus- that’s training. If you’re running 100 mph, quality sessions, and peaking for championships with visibly low body fat why lose extra pounds for no reason? If you’re already lean then you’re just losing muscle. Muscle that was built by running and strength training, for the purpose of running faster.
