Yes. Low hanging fruit. Rich, sophisticated dopers are impossible to catch (unless the pharmacist screws up and adds too much nandrolone into the Clear 2.1), so the AIU goes for tier II and III runners to bump up their stats.
It says in the article she tested positive at the race. So for one, you have to be pretty careless to get popped at competition. Two, a lot of races test the top ten automatically no matter the time.

Honestly yeah it's a bit of a joke but I would love it if every 40+ year old in triathlon taking testosterone & whatever else they can get their hands on got popped. They're taking world championship slots from people training hard, with family/work obligations, and doing things the right way. No money is at stake but even if you're beating age groupers dirty you're cheating someone. I'm sure plenty of people cheat to a BQ.

For those too lazy to read the article, a.) this was in India, and b.) she was entered in the elite field in a recent half marathon. I don't follow Indian running closely, but aside from their ace javelin thrower, I can't even remember the last time I heard of an Indian athlete in the context of global athletics, which leads me to suspect an 80 minute half is at least marginally more competitive there than here. And regardless, if entered in the elite field anywhere, drug testing is certainly fair game, notwithstanding the dubiousness of an 80-minute half marathon athlete gaining entry into the elite field in the first place.
