The Spanish article states that he will finish his suspension in June 2028 which means he will not be able to participate in the Olympics in Los Angeles of that year and the article goes on to state that it is not impossible for him to get back to a high level at the age of 29, especially since distance runners mature late, but there's no guarantee because in addition to the physical limitations of not racing for 4 years, there will be social pressures as well.
By the way, the article also stated that Oumaiz was an outstanding runner as a youth and junior athlete and so it is undeniable that he has talent because one can assume that at that time he was not doing anything illegal with regard to doping.
May Allah, have mercy on Oumaiz. He's just a kid. Made some wrong choices. He's paying now - heavy price.
