He is a promising runner, but I wonder, with both his parents being accomplished runners and coaches, whether he is closer to his peak than some others, although he is already pretty good obviously.

Dempsey not 'illegal' for records due being a fast track, rather simply due track size being non standard.
The fast times come from UW being a mecca out West for indoor racing. Very few sea level indoor tracks West of Mississippi, so anyone looking for a fast time heads there. The old MPSF indoor meet was there too.
Like BU, the UW staff is happy to facilitate these meets. Earn a little revenue, great for recruiting. The energy, the environment and focus on times just creates the perfect setting to go...fast.
