to me this is obnoxious because "the best few" get a break when the meet is supposed to be deciding "who the best are."
as a sprinter, the more defensible approach is the opposite. think olympic 100m or your average indoor college meet at 60m. x number athletes straight through to the heats. a lot, not a few. then y number compete in qualifiers, before the heats start, to make the heats. everyone in heats does the same number rounds and advances the same way. we just carve out some room where the last athletes allowed in the meet compete to even make the big show.
think, NCAA play-in games for march madness.
all due respect to the "mu" nitpickers but the basic idea is going to be to protect the name brands from losing in the first round when they trip or NH without making the final in field, something that does happen periodically in PJ. wrong poles, can't figure out where to put the standards, woke up wrong.
last point, but this is already a "qualifying mark" honor event. everyone there earned it already. i can get saying, 20 of you are through but the last 8 qualify. that's reducing the finals field back down without favoring any of the obvious medal/trials threats.
you put 12 through you aren't picking winners. you put just 4 through, you are starting to.
