About 35% of the registered voters in the US don't vote; millions more who could vote don't register. When you live a state like CA or NY there just isn't the same urgency to vote because the Democratic majority is millions of voters. Another disincentive for Democrats is the imbalance in electoral power. If there weren't an imbalance Republicans would be chomping at the bit to end it.
