I live in Minnesota -- I would dress a little warmer than this guy did but anything warmer than -10 F really doesn't feel that cold to me, especially if there isn't much wind. If you're used to that general temperature range, it doesn't really feel that bad in the absence of wind. It actually feels pretty good, like you're in a "pure" new world if that makes any sense. Exercising would also warm you up. The only thing that looks iffy to me is the lack of gloves, I bet I could run in that same outfit but adding gloves and be just fine at 5 above.

Same here in Michigan. I could wear that outfit, but I would need the gloves.
