Yeah not great with the tracker but they do put a lot of resources into the 10 miler. Solid pro benefits + added program for midwest elite runners. This is what every bigger race should be striving to do.
10 miler even with good weather/tailwind is still on a rolling course. ~400 ft. of elevation gain.

I thought the course wasn't record eligible. The start-finish separation is pretty large, and it might be net downhill as well. Could be wrong--can't find a source saying either way!

Absolutely noneligible. Start and finish are nearly 8 miles apart. Maximum they can be is only 10% of the race distance or 1 mile.
I disagree with it being a "3rd tier" event. It is still one of the best marathons in the country. Obviously the three Majors are the top-level, but below them (in no particular order) I would list Houston, CIM, Twin Cities, Grandma's, and maybe Indianapolis.
