Further I posted about this a month after speaking with her that she was withdrawing.

Of course. Kenyans and other Africans never get ill or injured. Only white runner do.

There is that. But the unfortunate fact that silent bans do exist leads to these assumptions, in addition to the fact that several Kenyan stars including Olympic Champions and World Champions and World Record Holders and Majors Winners and 2:02 and 2:03 runners etc. are indeed currently banned.

Zero Kenyan women, or zero elite Kenyan women? Seems like Berlin is a big race, and there would be some random 43 year old Kenyan that lives in Berlin running it.

I think the silent ban poster makes sense; dont understand the amount of downvotes. If you are a major marathon firstly you don't want cheats at your race, it's bad for image and legacy, and also you will have difficulty and problems clawing back the prize money later and rewarding it to the actual winner.

So as a race organiser maybe I wouldn't ban them, but I wouldn't be inviting any elite Kenyans or paying their airfare/hotels/appearance money.

Which can only mean one thing, the decline of the Berlin Marathon.

Why would she and others have been invited in the first place?

One may infer that it means that Berlin is instituting some new doping testing protocols and the Kenyans are not sure they will pass the new protocols and so are opting out while they try and figure out if it will bust them.
