It's a pretty bad joke, and totally inappropriate.
I think it's easy to underestimate the risk for announcers of saying something inappropriate. They've got to be on air for many hours, providing information and context, and trying to be memorable. You hope slip-ups will never happen, or that if they do they'll be merely silly and not offensive, but if a slip-up is going to happen, sports commentating is where it's most likely to happen.
Like in anything, I hope we judge people on their consistent behavior, rather than their very worst moment. If the guy shows this kind of attitude in his day-to-day work, he should be fired regardless of what he said this week.
Anyone listen to the American table tennis announcer? He was trying to hit home runs almost every comment, some landed, most didn't. Several of them were pretty edgy talking about the Chinese etc. I didn't mind them, sounds like the swimming announcer was milder.
