Indeed. Happens all the time but the Fox / CNN / MSNBCs / etc. have no profitable reason to show it to us (which is why we are finding out about it on LRC.) I will acknowledge the previous administration did things like this too. I enjoyed the light hearted fanfare and presentation involved with Jim Ryun's presidential medal of freedom ceremony.
