I apologize if this has been discused, but I just looked it up. Rule states: If an athlete is cited for a second (or subsequent) time under Rule 125.9 for acting in an unsporting or improper manner, in different rounds of one event, or in different events, the athlete shall be disqualified from such second (or subsequent) events in accordance with this Rule.
From my own viewing of these trials, I can site two instances by her that could be construed as potentially unsportsmanlike. First, her utter bullsh!t finish in the 5k in lane 3 to block out Cranny. Second, her cutting in on Hurta-Klecker the second time. First time was bad, but after Sage gave her a push, she purposely tried to cut in again.

It was the interaction with Sage. They both got flagged, even though it seemed mostly ESP's fault (and will only impact her because Sage is out of the trials). There are other threads on this.
SCR got a "yellow card" for taking one step on the inside lane line (you're now allowed one step on the line with the second one in the same competition being the a DQ).
Rule 125.9: When the offending athlete should be DQd for acting emotionally by running into a competitor a 2nd time on purpose after doing it less egregiously the first time, but the perpetrator is our country's top hope for a medal, they will be given a warning, "b.tch we should be throwing you out, but we really want a medal and you're our best shot in this event, get your sh.t together and don't be so emotional out there!"
Going to continue to reiterate here that Elle held her line while Sage was the one that in fact did the shoving. If these BS rules prevent Elle from running the 1,500 in Paris, then the USATF is f’d.
It's odd that SR would only get a yellow card but Holt was dq'd. a line step or 2 would be more advantageous in the shorter races. I also think the ESP card is sorta BS when you see how many people shove. there's a gently push to let someone know you are there -and then there's Sage's shove.
Just reminds me of how weak track has become. Everyone knows now that if you fall you get into the next round/final these days. Imagine if this race happened these days:
