Actually sounds like the opposite. If they're removing legal restrictions for certain behaviors, then those behaviors aren't crimes. Very effective way to make it less possible for crimes to happen.

Did you actually watch and listen to the video? When the police talks to the woman he clearly states that her behavior will not be tolerated and she will be arrested if she does it again.

This issue has come up many times and people have an annual freakout over Portland's annual World Nude Bicycle Ride. The court ruled many years ago that so long as the person is not acting in a sexually suggestive manner, then they are permitted to be nude in public.

I also don't understand why the homeowner wasn't satisfied with the action taken by police. They tracked the woman down and told her she'd be arrested for trespassing if she did it again. Seems reasonable.

I fail to see the issue. Here in Europe, many men and women expose themselves in front of children at beaches. Public nudity is considered the norm in most of the world and a uniquely American problem.
