You are partly correct. Valby already has ‘a time’, and she can get the 2nd time for the WA ranking at the Trials race, where she will need to finish top 3, regardless.

It would be due not only to placing top 3, but I also think the assumption is that the Trials race will need to be fairly fast in order for Valby to finish in the top 3. Because if she went into that race with the Olympic Standard, and then sat back and waited in a tactical race, she might end up off the podium, losing to faster kickers. In that instance, the other top 3 athletes wouldn’t necessarily have run the Olympic Standard either, but will potentially have already gotten a sufficient ranking (e.g., Henes).
Hassan and Tsegay (also Gidey) are each other MAIN rival in the 10000m and should be saved for Championships. If both were racing Pre there would be no record attempt.
