Not sure it is D1 but might look into Barber College.

I assume you looking for a power 5 (or power 4 soon) school? BC or UMiami would certainly welcome a 14:low guy. Not sure how much money you would get though. BC is a non-sholarship team for the men.
if you're already transferring my suggestion would be, go beyond the merely numerical this time.
town sucks? figure out where you'd really rather live.
type/size of school misfit? make sure next one is different type.
coach sucks? make sure the next one isn't a jerk or has sensible training concepts.
etc.
just going around shopping for 14:18 schools is likely to land you someplace as bad or worse. i'd go deeper this time. qualitative and not just quantitative.
less of an ego attaboy, more of a "i like everything about this place." you then put down whatever times you do and get whatever reception you earn.
Depends on year. But too schools won't take you regardless of year.
14:18 transfer….it would depend on your development rate at where you are and why you seek to transfer. 14:18 is not that great in D1, ok in D2, and real good in NAIA and D3. I’d say anyone who is 13:55-14:25 should pursue DII it’s better financially and you get more of a real championship experience than NAIA and D3. D1 just doesn’t put out that much money for a 14:18 guy unless you would make a major impact and then you wouldn’t want to go there if the team doesn’t develop people.
If you need money look at at NAIA.
Look at schools in the UWEC. Somewhere like Pullman Overland Ohio University (POO U) would love to have you.
