Of course. Byers was actually a 4:18 miler in hs. Freshman year (1974) at Ohio State won both the USA Senior and Junior National titles. A feat never accomplished again. He ran 3:37 twice that year.

You are creating a straw man argument yourself. Why would you choose between the best training environment and championship experience when you could choose a place that will have both? Lol come on now.
NAU has taken a miler slower than 4:16 to low 13s, and by the end of the season, you might be 4:10, so there are no clear limits to where you could go or what you will become with the right atmosphere, good coaching and training partners, and discipline (including enough sleep in college).
