Look at D1 programs with smaller rosters and smaller conferences. You'll have more opportunities to develop at these place and to potentially compete in championships style races early on in your career.

I disagree. Look at programs based solely how you think they will be able to develop you into the best runner you can be. If that means are on a big team with limited opportunities for championship races so be it. I’m my opinion the most rewarding aspect of your running career will not be competing at the top of low level championships on low level teams, but it will be training at the highest level possible and having the best opportunity to run to the best of your abilities even if that means you aren’t near the top of your conference or team. Just my opinion, depends what you value.
Sure, if those teams actually develop.. you need to run races to improve and gain experience. I've seen many go to big programs and lose motivation because they no longer see the light at the end of the tunnel to make the travel squad.
There are many kids who go to big schools because they want to believe in themselves, but it's not always that simple. If you aren't getting the attention you need to be successful at a larger program you'll just be injured for four years. What percentage of walk ons end up at nationals at any D1 program? Sure, it sounds sexy to "work your way up the ranks" but just because you hear about it here on Letsrun for every one person who does it doesn't mean there aren't 100 more who don't.
As a 4:16 guy you may find a bit of scholarship at a mid major D1 with a coach who will prioritize you more. It's a win win.
Don't fall victim to grind culture. You can grind and improve at small schools too.
Upper Iowa University, they dont have much facilities but they have a walmart and casey's gas station for snacks

Are all good programs taking 4:15-4:20 and occasionally 4:25 type guys and turning them into 4:0x guys with high tier overdistance/XC development and the occasional sub 4:00. Some of these teams are just good enough to qualify for NCAAs every few years too.
If you are willing to go to SLCC (salt lake community college) they’ve developed a D1 tier program and a lot of their distance based milers and 5k guys are seeing huge upswing from where they were in HS.
You know if you ran 4:15 I'd have some options, unfortunately you're only 4:16
Montana State, Portland, Providence, Furman and Chatlotte are great schools to get attention and opportunity to race. And if you end up being sweet, good enough coaches to get you to the very top.
