UWS is convenient to the bike path along the Hudson to the GWB. Join thousands of others on 9w going up as far as you want. Plenty of vets around too. when I lived there
NYC is huge. Having a car on the edge of Queens is an entirely different experience from having a car on the lower east side

The Upper West Side is about to become a parking lot for commuters from outer boroughs and New Jersey, to avoid congestion pricing fee. People will park above 60th (i.e. UWS), and take the subway to their office.
If you LIVE on the UWS, you will most likely be living within blocks of both Central Park and Riverside Park, two great places to walk your dog.
Again, please do not come into Central Park on a bicycle.

No, it is not, unless your job requires driving somewhere every day. It is much cheaper and more convenient taking a Zipcar or renting for the weekends. If you issue is getting to a park with your dog and riding a bike, settle in the UWS, where you have plenty of parks and you can just ride across GWB and go as far as you like.
